Please explain why you consider yourself an excellent candidate for the Board of Directors of the Fiber Broadband Association:

I am a passionate advocate for Fiber Broadband infrastructure. I have spent most of my career designing, building, and operating fiber networks. As an FBA board member, I would actively push for increased community and public sector outreach to increase opportunities for FBA members. While the Fiber Broadband Association has been an excellent resource for broadband providers and vendors, I believe that the Board of Directors needs greater representation from communities and public sector entities. By including more community and public sector outreach, I believe that far more demand for fiber solutions can be stimulated, benefiting all providers and vendors, and ultimately greater fiber adoption across the country. Additionally, I have unique experience with successful large-scale open-access fiber networks that are increasingly becoming accepted as a solution that benefits both private sector providers and public sector entities. Under my leadership, UTOPIA Fiber has become the largest and fastest growing open-access network in the United States.

CEO of UTOPIA Fiber overseeing all aspects of the UTOPIA and UIA fiber projects.

Please provide a short overview of your experience with telecommunications, fiber optics, and FTTH technologies:
Roger has been serving as UTOPIA Fiber’s Executive Director and CEO since 2016 and has been a technology management professional in telecommunications and information technology for over 15 years. Roger has been designing and building networks throughout his career in various roles including Vice President of Engineering for Vivint Wireless, CTO for UTOPIA Fiber, Network Engineer for iProvo, and Network Product Manager for Brigham Young University. Roger earned his Bachelor of Science and Master of Science degrees in Information Technology from Brigham Young University.

Please describe the goals you would like to accomplish during your term as Fiber Broadband Association Board Member.
I will seek to establish 1 Gbps fiber as the definition for modern broadband at the federal, state, and local level for all policy making, grant programs, subsidies, or other incentives.
I will work to increase the number of open access fiber networks in the USA by 10x.
I would drive efforts with cities to understand various roles they can take to build fiber infrastructure themselves, partner with providers, partner with vendors, etc. to actively solve the broadband deficiencies in their communities.
I will drive an effort to define and drive adoption of a Fiber Director role in municipalities with the same importance as other department directors (i.e. public works, parks, IT) but with an emphasis on facilitating and incentivizing fiber infrastructure from private providers providers (franchising, permitting, attachments), or city broadband infrastructure depending on the desires of the community.

Have you reviewed the Board of Directors’ Responsibilities document, and do you understand what is required?

Please describe the level of commitment (in terms of time and effort) that you intend to make to the Association during the three-year term: 
I currently spend at least 10 hours a week doing fiber broadband promotion through social media, industry associations, news media, etc. I would continue to do this level of commitment, but more of it would be specific to the Fiber Broadband Association.
