Request for Qualifications for Construction of Fiber-Optic Smart Grid Communications System

Overview Magellan Advisors (M-A) requests the written qualifications of utility network construction firms to construct a fiber-optic Smart Grid communications network (“Smart Grid Network”).

M-A’s client is a rural electric distributor providing electric service in Tennessee. The Smart Grid Network will connect substations, operations, facilities and customer premises to enable interoperability, improve system communications capacity, speed, reliability and security, and allow M-A’s client and electric customers to maximize the use of Smart Grid technologies and applications to manage energy usage and cost. In addition, M-A’s client will leverage its investment in the Smart Grid Network to provision affordable and reliable, high capacity broadband access to the Internet and Internet-enabled applications to its electric customers over fiber-to-the-premise connections.

The Smart Grid Network will span approximately 108 miles. Aerial fiber-optic cable will be attached to the client’s existing electric system in the power utility zone, utilizing underground construction methods only as required. The system is designed to ITU-T GPON standards. Design of the first segment to be constructed will be completed in May 2017. Construction of the first phase is expected to begin in August 2017. Design and construction of subsequent phases will be ongoing through project completion.

Details of the actual work will be provided to qualified respondents in a subsequent document which will describe the terms, conditions, and detailed scope of work to be completed.
