The Town of Wake Forest, North Carolina (Town) has issued a Request for Information (RFI) to convey its interest in partnering with a sophisticated and motivated partner (Partner) to bring fiber-based, Gigabit-class broadband service to the area. The successful Partner will deploy ubiquitous FTTP infrastructure and provide broadband internet service to residents, businesses, and community anchor institutions (CAIs) in the Town.
The Town is considering constructing a middle-mile fiber network to connect government buildings and business parks, as well as push distribution fiber into Town neighborhoods. The partnership should either provide an alternative option or expand the Town’s proposed network; enable the Partner to provide and maintain services; and develop a cohesive approach to filling broadband connectivity gaps in the greater Wake Forest area. The Town prefers business models in which it leverages its assets (potentially including the proposed middle-mile network) to enable a partner to deploy, operate, and maintain a FTTP infrastructure that enables multiple providers to offer retail services. Models that require an anchor tenant payment or a lease fee commitment from the Town may be considered, though these models are not preferred. More details are included in the RFI.
The following is the schedule for responding to the RFI.

- March 29, 2017 – RFI issued
- April 12, 2017 – Deadline for submitting letter of intent to respond to RFI
- April 19, 2017 – Deadline for submitting questions
- May 3, 2017 – Responses to questions due (from the Town)
- May 17, 2017 – RFI responses due
