FOSA Applauds U.S. House Action to Facilitate Pipeline Safety
WASHINGTON DC,
September 21, 2017

The Fiber Optic Sensing Association (FOSA) today applauded recent action by the U.S. House of Representatives to facilitate greater pipeline safety.   As part of omnibus appropriations legislation, the House adopted an amendment by Rep. Salud Carbajal (D-CA) to dedicate funding in the budget of the Pipeline and Hazardous Materials Safety Administration (PHMSA) to execute shut-off valve and leak detection provisions of the Pipeline Safety, Regulatory Certainty and Job Creation Act of 2011.

"Giving PHMSA the resources it needs in this matter is critically important,” said Mark Uncapher, FOSA Director. “Now it is up to the Senate to incorporate and enhance the Carbajal amendment.

FOSA recently praised PHMSA for advancing leak detection and other safety measures through the agency’s R&D grant program.

"We appreciate actions by Congress and PHMSA to make pipelines safer,” said Stephen Szymanski of Prysmian, a member of the FOSA’s Board of Directors.  "Through fiber optic sensing we can avoid many pipeline accidents caused by errant excavation or other causes, and when a leak does occur, we will be alerted to the exact location so it can be repaired right away.”

Fiber optic sensing measures changes in the “backscattering” of light occurring in an optical fiber when the fiber encounters vibration, strain or temperature change. The fiber serves as sensor over its entire length, delivering real time information on physical surroundings and security. Furthermore, the data pinpoints the precise location of events and conditions occurring at or near the sensor cable.

"Pipelines are a critical part of modern infrastructure and North America's economic future," said Uncapher.   “We look forward to working with the industry and the government to improve pipeline safety.”
